[4th Evil Meeting] || [(Not) Beyond Good and Evil] || [Open/Closed]
Characters : Open to any and every villains in the tower and/or morally gray characters in the tower who are so done with the situation and are ready to take things one step further.
Setting: The meeting will start in the Second Tower (75th Floor) and the mingle threads will happen there as well. If a spy or a retrieval unit gets too close to the reunion, all participants will automatically be teleported to another floor so as to prevent information leaking. Well, more or less like for the previous meeting.
Format: Action or prose, whatever you prefer best!
Summary: Some things never change, and atop of the thing that never changes are bad guys and their habits of being, bad guys. So this is a reunion for all bad guys and characters in the gray morals, the fourth of its kind. Basically all those who think the ends justify the means, all those who don't mind having to do harsh stuff to defeat the admins, etc. If your character qualifies, feel free to post in. There are no invitations or network message about it, Ganondorf has simply spread the "rumor" that a reunion is about to happen on the 75th floor, so that all the "bad guys" can get word of it.
The reunion will center mostly around the recent events (explosions, glamour, deadline) and of course, future plotting. What the administrators do, what the various groups did and will do, most importantly what the bad guys should do. There will be one reunions as said before: open to every morally gray characters. Maybe plot new things, offer ideas and have villains cooperate? There will also be mingle thread open to everyone as well, they're generally the best way to get new CR with fellow ambiguous villains.
Warnings: EVIL. Evil plotting. Lovely and adorable things, needless to say. Heroes forbidden unless they have a death wish or who knows, worse?
About that Teleportation Trick
Basically due to the the succession of events, a lot of villains are now tracked by Retrieval Units trying to spy their every movements. More so than they were six months ago. Add on to this, the good guys have taken an habit to try and spy on such reunions even if that means a certain death or worse (ask Legolas or Reno about it). So ever since the previous meeting half a year ago, Ganondorf has devised a system that automatically teleports all participants, including their chairs, to another floor in the tower when a retrieval units gets close. It is seamless and from the participants's viewpoint, it looks as though their surrounding fade for a second before becoming a new floor.
Of course all participants will be warned of this security system before the start of the reunion, so as not to have side-eying moments if the system activates suddenly during the reunion.

And even if someone was stupid enough to persist and come, or unlucky enough to visit that floor at such an hour, they would be dealt with easily in such an environment.
On the roof there were were a number chairs all of them quite fancy and identical, arranged in circle. It was so that those sitting could speak to each other directly and freely. Sort of like the Knights of the Round table, one could say. Ganondorf knew better and had always decided to treat everyone attending as equal, as much as possible.
There was also a table this time, at the very center of the floor. And on this table, water and fruits could be found. Probably weird given that the only food served in the cafeteria was Pumpkin based, but if someone was to try it, they would find out that eating one fruits or drinking the water would keep them nourished for a full day without needing to eat anything else.
Don't expect Ganondorf to say where he found this food, though. ]
[The Meeting]
"Well." She raised her voice and held herself a little straighter in her seat, casting her eyes over the assembled villains. "Time is short, and I'm certain that there is quite a lot to be discussed. Shall we begin?" That was not a question posed with the expectation that anyone would respond with a 'no'. This was a woman that was very much accustomed to being listened to and obeyed.

He straightened in his seat and nodded at Zeal, before saying a few words.
"So far, I have planned most of our moves against the administrators." he paused. "However, they must be expecting me to act by now. I believe first of all, it is most important for us to surprise them with a different approach. One they will not expect and easilly counter."
Meaning that while he will obviously participate and throw his ideas in, their next move probably should not be of his making. The administrators were intelligent enough to have figured his pattern by now, and while he was working on a plan meant to break that pattern, it was not ready quite yet. That and he was curious to see what they all could come up with.

"They make the mistake of thinking that creating one crisis after another will destroy us. We need to find a way to strike back. Who are the ones that have access to real explosives? Where are they been stored? These are answers that we need to know if we are going to find ourselves succeeding."
She was willing to wager everything on the fact that it wasn't any of the members of Pandora, but that did leave a large amount of people it could be, save for the alliance. If it was indeed the people being held captive here-- and it wasn't looking that way-- surely she could get that information out of whoever was holding it? What made it more difficult was the idea that it was some unknown force.

Provided they didn't have complete access to this meeting, which Nesir wouldn't be surprised at. She tilted her head at Ocelot as she spoke. "We can no be dismissing the idea of another faction, someone who do no be any of us, nor the administrators. This do be worrying though."

"You can either hear me out-" He flashed a pointed look at Nesir before then turning his gleaming gaze to Ocelot "-or you can ignore these theories I have to voice. But I will voice them all the same."
"The explosions cannot be the work of any resident. We all know how paranoid the Administration is about keeping eyes and ears all about, especially on those that pose the most obvious threat to them." He wouldn't state 'as myself', but the thought was there. "A bomber could not go under their surveillance anymore than anyone of us with a collar can do. And we all know how stringent they are about us having no contact at all with anything real."
Even if he did have, scattered about access to such real things - it was not relevant to bring to the table just yet, if at all. Sephiroth paused, folding his arms in tighter around himself, gleaming pauldrons under the moonlight, peering about the circle as he carefully found the words with which to express his next opinion.
"I therefore have two theories. Either there is something from outside that has, or is, currently leaking it's way into the Tower in the wake of the crippled state it's in, or-" He hated to think- "This is all part of Ruana's larger game. We have yet to hear from our Pink Princess after all, and I doubt she would flutter an eyelid in destroying this place completely in order to start over."

"Perhaps so," Ocelot agreed. "But we must think, would she be willing to have another incident like Dax?" Surely Jason would always be on her side, but what about Riki and Zo? Or maybe the madwoman didn't care. Jason had seemed genuinely angry. Perhaps it was only because Ruana hadn't told him, if that was the case.
It was his first theory that seemed the most interesting. "In any case, I always wondered what was outside of the tower. Some sort of group breaking in... it does seem possible."

"Would destroying this place allow her to start over? That might well be the end of things for her as well. Unless she'd be glad to end this entire mess out of spite."
She rolled her shoulders in a not-quite-shrug, looking to Sephiroth... and then looking elsewhere, having more to say. "Whatever the why of the matter is, we do still need to act. If the lot of us are under suspicion, then yes, we need to find a pawn or two from elsewhere. Find someone whose spirit hasn't been sufficiently gnawed at by this place and plant an idea or two in their head and... we'll see what happens, yes?"

Ganondorf had listened the entire time, not speaking much but finally started replying. All the points made had been very good-- And he agreed with them. But he had a theory of his own. Just a suspicion, which he needed to share in case anyone here knew more than he did.
"Outside the tower... Or maybe inside? We know very little of this tower after all, as the map revealed us. Take for example the retrieval unit in charge of the collar check-ups. She was Zo's bodyguard and now she has authority over Jason's precious collars. Quite a lot for a mere unit. " he stated "I cannot say just how or why, but she is different from the others. It's been troubling me and her appearance at the collar check-ups coincide with that of the first explosion."
The theory that it was all part of Ruana was also valid, but he didn't spend much time on this one-- If this was just another of Ruana's game, they could do nothing about it. But if the retrieval unit was related to the explosions... All that remained to be known, was whether or not she worked for Jason or not. Jason certainly had an interest at dividing the residents and it was what he believed in himself.
"In all cases, I agree. People in this tower are easilly manipulated, it should not be too hard. However, those amongst us who did not set foot in the administrative levels should be safe from suspicion for now."

"Don't know; maybe she's just special." Like a little puppet who somehow... evolved and was capable of doing more than just the mundane tasks. Still, that timing was odd. Who knew what it could mean and who she was loyal to?

Not that any of the other suggestions did not carry equal, if different, weights. They did need to find suitable pawns to do their work for them in the future; between the collar fluid research and Sephiroth's earmarking by way of unit-supervision - his gaze rested on Zeal after her suggestion, about to ask if she knew anyone suitable-
-And then Ganondorf came out with his theory and this earned a flick of silver hair in the sharpness that he returned his gaze to the troll king.
"Are you suggesting some type of internal revolution?" He hadn't even laid eyes on this 'special' retrieval unit, being somewhat of a permanent boy-cotter. Perhaps this was something he might need to conform to next time just to get a glimpse, but then, 'out of the ordinary' behavior might be flagged up. Raising the suspicions of any of the Administration would be counter-productive indeed. Though what good a single rebellious retrieval unit, he supposes, would have the same pebble-in-an-ocean effect that would come from any one of them trying to do the same.
Sephiroth's thick-lashed gaze dropped to the floor as his thoughts progressed to the next nearest, perhaps irrelevant situation change. He doesn't like to recall the newest addition to their overall problems in the Tower personally, but-
"What about those phantoms? All signs seem to suggest they came up from inside the belly of the beast" He light shrugged. "So to speak."

The retrieval unit was interesting. She had not seen her, for she hadn't seen Zo when he had been among the residents. A retrieval unit with a mind of it's own...

"I suppose the question is, if she is the mastermind, how certain are we that our goals align?" The idea of a retrieval unit being so different was something that she couldn't quite place, but she had seemed strangely aware during the check-ups.
It was also a fact that Ocelot herself couldn't do much nosing around. She already had a retrieval unit constantly following her around, trying to figuring out if there was anything suspicious with the normally mindless baby sitters. Was the one that had been with Zo unique, or were there others out there who had suddenly developed a consciousness?
